Hiya, my name is Dee and I'm an Irish woman living in the UK I used to be a "tagger" but haven't created anything in years. I came across Kryptonite Graphics on the PBS and Emmie kindly created some legend icons and a forum banner for me (she did a bang up job too )

A "tagger" creates images like the ones I posted, either by following a tutorial or using their imagination, using elements/tubes they have either designed themselves, paid for or used "free artist" ones. Some images are copyrighted and those copyrights MUST be included in the overall image. We used to all create forum avatars and signature pictures. Some taggers also created templates for web sites. So, we did similar work to what the lovely staff here on KG do
