I think it all depends on the person. I mainly use Paint shop pro, the gimp, and animation shop. Some people prefer Gimp, and Photoshop over PSP, but it really depends on the person and what you're comfortable with using. I would suggest. the GIMP, PSP, or PS for making graphics like banners, etc.

The current best program out there is either fireworks cs3 or photoshop cs3. But if you can't get a hold of any adobe programs because they are quite expensive I would use GIMP.

Its not bad for rollovers and such and dropdowns if you don't want to use flash.

I personally use Photoshop CS3 Extended and I love it. I think its a great program to learn on and even though at first it looks really scary once you explore around a little its really great.

Photoshop can be very difficult to learn how to use, it's more for experienced users. And so is Paint Shop Pro, but Paint.NET is free and it's just like PS, but it's missing a cople features to make it less confusing. Get experienced with Paint.NET and you'll be good to go with Photoshop. Good luck everyone. :]
